On May 12, 2025, the U.S. Department of Justice (DOJ) announced a new white-collar enforcement strategy, outlining ten priority areas, including several with a specific focus on China and Hong Kong SAR.

Just weeks later, on June 9, 2025, the DOJ issued updated guidelines for federal prosecutors investigating and enforcing the Foreign Corrupt Practices Act (FCPA), effectively ending a four-month pause in FCPA enforcement activity.

While the new Guidelines do not mention China explicitly, they reinforce the Trump administration’s “America First” emphasis on economic security. Collectively, these recent developments signal a more assertive enforcement posture than many had anticipated — raising the stakes for Mainland Chinese and Hong Kong companies operating abroad, as well as international businesses with operations in Asia.
