ACC National Capital Region2025 was a consequential year for nonprofits navigating a rapidly evolving federal policy, funding, and enforcement landscape. This Year-in-Review presentation will recap the most significant legal developments affecting the sector in 2025:
- Changes to federal funding requirements and compliance issues affecting organizations receiving federal grants and contracts
- Analysis of federal executive orders and agency policies on diversity, equity, and inclusion, with a focus on their impact on employment practices, grantmaking, research, education, and mission-related activities
- Discussion of litigation involving nonprofits impacted by new federal DEI policies that have restricted or conditioned funding for charitable and educational work
- Discussion of federal law enforcement directives affecting civil society, including NSPM-7 Countering Domestic Terrorism and Organized Political Violence, instructing law enforcement to investigate organizations engaged in First Amendment protected activities and their donors using federal statutes including the Foreign Agents Registration Act
- Update on proposed “terrorist supporting organization” legislation that could amend Internal Revenue Code Section 501(p)
- Forward-looking insights on legal and policy issues nonprofits should monitor in 2026
