Program Description: Economic development continues to be a significant topic in the Kansas City metropolitan area. The presence of a State Line and two separate sets of statutory and regulatory structures for economic development incentives has created much discussion. This presentation will review the constitutional and statutory provisions governing economic development incentives in Kansas and Missouri, both at the state and local level. The program will compare and contrast the opportunities in each state as well as addressing the policy considerations and the recent legislative action by the Missouri General Assembly and Executive Order issued by Kansas Governor Laura Kelly.

- Current State of Negotiations Between Kansas and Missouri (10 min)
- Local Incentives in Missouri and Kansas/Conclusion (25 min)
