Government Relations: Update on 2019 Utah Legislative Session

Government Relations Counsel Jerry Oldroyd and Jacey Skinner will provide an overview of the new laws resulting from the 2019 Utah Legislative Session and discuss how effective government relations can help protect and advance your company’s interests.

Before joining Ballard Spahr, Jacey Skinner served as General Counsel and legislative director to Governor Gary R. Herbert. There she advised the governor and his cabinet on legal and policy issues, oversaw the governor’s judicial appointment process, and worked closely with the Utah Legislature. Ms. Skinner also has served as the Director of the Utah Sentencing Commission and the Deputy State Court Administrator, where she developed and managed relations with the Utah Legislature and Executive Branch Agencies on behalf of the Utah Supreme Court and Judicial Council.

Jerry Oldroyd has decades of experience in lobbying and government relations. He advises on regulatory compliance, assists in the passage of legislation, and represents clients in hearings before administrative and regulatory agencies. Jerry chairs the Utah Governor’s Office of Economic Development.
